IThe firm

The depth of a large firm. The attention of a senior team.

Sequoia Strategy Group is a collective of experienced California government relations, public affairs, and policy professionals, brought together to deliver results in Sacramento. We represent clients before the Legislature, the Governor's office, and the state's regulatory agencies, translating policy into outcomes.

Each member of the team brings decades of independent experience in lobbying, campaigns, coalition building, and public service. The people you meet at the start of an engagement are the people in the room for the life of it.

Our mission is to provide clients with the strategic guidance, government expertise, and trusted counsel necessary to navigate complex public policy environments and advance their interests with purpose and integrity. Our mission

Measured

Confident without overstating. Thoughtful guidance, with the issue and the client's priorities in view.

Rooted

Grounded in California, in relationships, and in a long view of every issue.

Clear

Plain language about complex politics. A clear understanding of the issue and the path ahead.

IIServices

Five disciplines. One practice.

Public policy is connected. The lobbying, the coalition, the campaign, and the message have to point the same way, so we run them as one engagement rather than five.

Public affairs

Shaping the environment around a client's interests: stakeholders, coalitions, and the public conversation.

A policy issue rarely stands alone. A considered public affairs strategy connects the people, perspectives, and conversations that shape it, and gives the client a place in each of them.

Areas of focus Stakeholder engagement, coalition strategy, issue positioning, community engagement.

IIIInsurance practice

A dedicated practice for the nation's largest insurance market.

California writes more premium than any other state and regulates the business more closely than almost any other. Our team has spent more than eight years representing carriers in Sacramento, before the Legislature, the Department of Insurance, and the agencies that decide how the market works.

  1. November 2026

    Statewide election

Voters choose a new Governor and a new Insurance Commissioner. Both incumbents are term-limited, so the state's two most consequential offices for insurers turn over at once.

  2. December 2026

    New Legislature convenes

Members are sworn in and the 2027–28 session opens. Bill introductions begin immediately, and committee assignments set the terrain for the next two years.

  3. January 2027

    New administration

The Governor and the Commissioner take office. Priorities, appointments, and the Department's posture toward filings and rulemaking all reset.

  4. Through 2027

    Implementation year

Catastrophe models and reinsurance costs in rate filings, carrier commitments to write in high-risk areas, and a FAIR Plan only beginning to level off all come due in the same session.

How we work for insurers

Four fronts, run as one engagement, so the regulatory record, the legislative record, and the public record say the same thing.

Legislature

Bill tracking, analysis, and direct advocacy before the Assembly and Senate Insurance Committees, the budget committees, and leadership, from introduction through the Governor's desk.

Department of Insurance

Engagement on rulemaking, workshops, and the rate filing environment, so the regulatory record reflects the client's position before decisions harden.

Coalitions

Alliances with agents and brokers, consumer and community organizations, local governments, and other carriers when a shared position moves faster than a solitary one.

Communities

Local and regional work on wildfire recovery and resilience, where county and city relationships shape what carriers can write and how they are received.

Built for property and casualty carriers, life and annuity companies, health plans, surplus lines and specialty writers, reinsurers, MGAs and insurtech, and the associations that represent agents and brokers.

IVHow we work

An engagement, start to finish.

The sequence is the same whether the issue is a bill, a regulation, or a local decision. The pace is set by the Capitol's calendar, so the plan is built around it.

  1. Step 1

    Map the landscape

The bill text, the regulation, the committee, and the calendar. Who decides, who influences them, and where the client already has standing.

  2. Step 2

    Set the strategy

Clear priorities and a realistic read on the politics, in a plan built around the session and the rulemaking calendar rather than the other way around.

  3. Step 3

    Engage

Direct advocacy with legislators, staff, the administration, and agency leadership, with coalitions and communications pointed the same way.

  4. Step 4

    Report and adjust

Regular briefings, bill tracking, and a candid assessment at every turn. Clients hear from us before they read it in the trades.

What clients can expect

The working rhythm of an engagement, in session and out.

  • Weekly Capitol updates during session
  • Bill and regulation tracking with recommended positions
  • Direct briefings for executives and boards
  • Testimony, letters, and advocacy materials
  • Coalition coordination and stakeholder mapping
  • A year-end review and outlook for the next session
VPeople

The people behind the practice.

Senior professionals who have each spent their careers inside California government and politics. The team is deliberately small, and it does its own work.
